The Million Veteran Program (MVP) is the largest and most diverse genetic and health database in the Department of Veterans Affairs, with over 1 million Veterans enrolled since 2011. This national, voluntary research initiative studies how genes, lifestyle, military experiences, and environmental exposures influence health and wellness.
We are looking for a Senior Digital Operations & Web Solutions specialist to lead and optimize VA’s Million Veterans research program website. This role combines front-end development, content governance, identity and access management, data analytics, and accessibility compliance—with a strong emphasis on strategic oversight, process improvement, and collaboration with 3rd-party vendors.
You will serve as a technical leader, ensuring secure, accessible, and consistent digital experiences across platforms. This position requires a proactive leader who can design scalable solutions, enforce governance standards, and drive cross-functional collaboration.
Key Responsibilities
- Define and enforce best practices for front-end development, content workflows, and access control.
- Lead initiatives to improve system performance, security posture, and compliance.
- Design and maintain front-end solutions using YAML, JavaScript, HTML, CSS, and Google Analytics.
- Oversee code reviews and ensure adherence to accessibility and security standards.
- Collaborate with engineering teams on software deployments.
- Establish content governance frameworks, metadata standards, and version control policies.
- Coordinate with writers, designers, and product owners to ensure brand consistency.
- Own identity and access management strategy using OneLogin or similar IdPs.
- Conduct periodic audits, enforce least-privilege principles, and manage compliance reporting.
- Partner with InfoSec to align with organizational security policies.
- Lead data-driven decision-making by designing advanced SQL queries and dashboards.
- Champion the Section 508 standard across all digital assets.
- Conduct accessibility audits using JAWS, WAVE, ANDI provide remediation plans.
- Oversee enterprise-level email campaigns; optimize templates for accessibility and engagement.
- Maintain structured documentation repositories for technical and operational processes.
- Stay ahead of industry trends in web technologies, IAM, and accessibility.
- Evaluate new tools and frameworks; lead proof-of-concept initiatives.
MINIMUM QUALIFICATIONS:
MUST be a US Citizen and MUST clear a US government background check
Resume must indicate full-time or part-time for each position listed under work experience. Part-time positions should also include # of hours.
DEGREE: Computer Science: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and coursework must be from accredited or pre-accredited institutions.
EXPERIENCE: Must have at least one year of related experience at the lower GS level. Per OPM, the minimum qualification requirements are one year of specialized experience equivalent to the next lower grade level in federal service (GS-11 for GS-12 fills) or education substitution for GS-12 research jobs (Ph.D. or equivalent doctoral degree in a related field to the position being hired into)
PREFERRED QUALIFICATIONS:
- Experience with the latest Web application development environments (YAML, JavaScript, HTML, CSS).
- Understanding of core security principles.
- Excellent written and verbal communication skills are a must.
